Golf Balls Speed Limit

I was reading a blog yesterday, which I no longer remember where from, when I came upon an article about USGA imposing a speed limit on golf balls. I don’t remember the details anymore as I just skimmed through the article and being a non-player, most of the terms slipped right through my mind.
The thing that stuck in my head is that I find this ruling rather ridiculous. While other industries are encouraging technology, USGA on the other hand, is curbing the advanced technology adopted to make golf clubs and balls so that the game becomes increasingly competitive and hence, more interesting for spectators and players.

I do not know the reason this ruling came about but don’t you think that it is odd?
