Problem With PayPal ‘Completed’ But No Funds Received
October 13, 2008 – 10:11 amAs you probably know, I am facing the issue of having my PayPal withdrawal status stated as Completed but the funds have not been received yet and it has already been three weeks.
Well, I have to say that although I have been a PayPal user for more than four years now, this is the first problem I faced so I am trying to be patient.
I called up PayPal Customer Service in Singapore last week and was told that they will help me to trace my transaction after another fourteen business days, which means I could only pursue this problem after 20th October, 2008.
Since I could not do anything but to wait, I spent the morning extensively browsing the web to see if there’s anyone facing this same problem. I should mention that it’s too bad that there is no PayPal forum but only a sub-forum of PayPal on eBay. This doesn’t make sense since not all PayPal users are eBay users too.
Anyway, what I found out this morning is that there are quite a handful of Malaysian PayPal users who have been affected and they all withdrew funds in September, 2008. There is no exclusive receiving card since my card is Public Bank Visa Debit Card. Cards with Citibank and UOB were similarly affected.
Although most of us affected are Malaysians, there is one case in the UK too. I think the issue is with PayPal’s clearing bank. Don’t tell me that their clearing bank in Malaysia is CIMB. LOL
Not everyone who withdrew PayPal funds in September, 2008 was affected. I, myself successfully withdrew funds to my Public Bank Visa Debit Card prior to this withdrawal. I also withdrew funds to a foreign bank last week without a problem.
Like I mentioned, I will stop using my Public Bank Visa Card until this issue is resolved.

I withdrew two transactions of $495 on Sep 29 and Oct 2nd with no problem. But I just withdrew one last week and yet to see it in my Alrajhi. Normally it takes 3-4 days only.

For your third transaction, it’s still Sunday night / early Monday morning in the US so it’s not time to worry yet.
It used to be I would get funds cleared to my Public Bank card even on Sundays and Public holidays. Something is seriously wrong this time.
